The meeting was hosted and organised by Minister for Civil Society Adriana Porowska and Deputy Minister Dariusz Standerski from the Ministry of Digitalisation, which is responsible for the legislative process of amending the aforementioned law
The Minister - Member of the Council of Ministers Maciej Berek and the Deputy Minister of Justice Zuzanna Rudzińska - Bluszcz also spoke, stressing the importance of social dialogue on such important issues as the protection of the rights of users of digital services.
The hearing brought together representatives of public administration, social organisations, digital law experts and citizens interested in changes to the moderation of content on the Internet. Nearly 100 people turned up, half of whom spoke. The Foundation was represented by Lidia Stępińska-Ustasiak.
We made comments on:
- injunctions enabling the fight against illegal content. They should focus on content hosts,
- the procedure for issuing injunctions. The draft provides for individual proceedings against each Internet provider. In practice, this will be difficult for the Office of Electronic Communications_ as more than 1700+ entities may be affected. We recommend relying on proven processes e.g. maintaining a register of banned domains. Taking into account a number of other acts, we also propose the implementation of a single central register of banned domains/pages.
