We cannot build Poland’s digital autonomy without knowing what open-source expertise is available in our country. That is why, on behalf of the Ministry of Digital Affairs, we are launching a nationwide call for applications from organisations that can support local government bodies with their knowledge, experience and practical implementations.
The assessment of the Polish open-source market is intended to help local authorities prepare for the competition, planned by the Ministry of Digital Affairs, for pilot implementations of open-source software. In the longer term, the initiative may also help the public sector reduce its reliance on non-European solutions, particularly in such common areas as office suites, email, instant messaging, video conferencing and cloud services.
Well-chosen open-source solutions can provide the public sector with greater control over the technologies it uses, help develop national expertise and reduce dependence on proprietary systems offered by individual manufacturers. However, access to the software alone is not enough to bring about a secure and effective transition. Experienced experts, integrators, service providers, trainers and teams capable of providing maintenance, technical support and cybersecurity are needed.
That is why we have launched three separate forms.
The first is intended for expert organisations with knowledge and experience in areas such as licensing, law, IT architecture, security, auditing or public policies relating to open source: Form for expert organisations
The second form is aimed at entities with implementation expertise, including companies and organisations capable of carrying out migration, integration, training, system maintenance and the provision of technical support and security: Form for implementation entities
The views of local authorities are also very important. It is the local authorities themselves that have practical knowledge of the contractors with whom they have worked and whose capabilities they have been able to assess during specific projects. We have therefore prepared a third form through which local authorities can identify their business partners, particularly those involved in open-source projects carried out between 2021 and 2026: Form for local government bodies

The information gathered via the forms will be supplemented by the results of a parallel market analysis. The outcome of this work will be a database of identified entities, a report outlining the Polish market for open-source expertise relevant to local government bodies, and a visual representation of the ecosystem of experts and contractors operating in this field.
