To mark the launch of the Digital Festival, the Digital Poland Foundation has published the eighth edition of its report, ‘Technology in the Service of Society: Will Poles Become a Society 5.0?’. This year’s survey shows that digital public administration has become part of everyday life for Poles. However, citizens want technological development to be accompanied by security, transparency and human responsibility.
The Senate designated 2027 as the Year of Information Awareness and Security, and the Prime Minister established the Centre for Combating Disinformation. At the same time, civil society organisations are strengthening their cooperation within the ‘Together Against Disinformation’ Coalition.

Disinformation has become one of the most serious challenges to the information security of democratic states. False narratives influence citizens’ decisions, undermine trust in public institutions and the media, and can affect electoral processes. During a panel discussion on defending Poland’s infosphere, organised by the Digital Poland Foundation as part of the 35th Economic Forum in Karpacz, representatives from public administration, experts, regulators, fact-checking organisations and the media discussed the scale of the problem and ways to counter disinformation in Poland.
The draft ‘Digital Competence Development Programme for 2030’ accurately identifies the challenges associated with developing the digital competences of the Polish population, but fails to show how the planned measures are intended to lead to the achievement of the ambitious goals of the Digital Decade. The comments presented highlight the need to introduce measures to assess the effectiveness of public spending, annual milestones, systemic reforms and better use of local institutions and educational tools, so that the programme becomes a genuine instrument for managing change, rather than merely a collection of initiatives funded by various institutions.

The latest research shows that as many as 77 per cent of Poles have encountered digital disinformation, and 79 per cent believe that its scale on the internet has increased over the last five years. During the official launch of the report, leading experts, chaired by Dr Michał Boni, discussed how disinformation and influence operations undermine national security, democratic processes and trust in public institutions. The panellists were in agreement — effective defence requires firm, immediate action and shared responsibility on the part of the government, the tech sector, the media and fact-checking organisations.
